Phillip Mincher founded Mission Workplace Consulting in 2020 to support employers with workplace investigations, policy development, employee training, and regulatory compliance.

With over 25 years of combined public and private sector leadership, Phillip brings a rare blend of law enforcement rigor, government regulatory experience, and corporate business acumen to every client engagement.


Law Enforcement Background

Born and raised in the United Kingdom, Phillip began his career in law enforcement, serving as a Police Officer and Police Sergeant with the North Yorkshire Police from 1998 to 2005.

  • Conducted and supervised criminal investigations across all operational levels.
  • Specialised in scene containment, evidence gathering, and advanced witness and suspect interviewing procedures.
  • Served two years as a Custody Sergeant, directly overseeing the detention, search, interrogation, and charging protocols for detained individuals.

Private Sector & Corporate Management

After relocating to Canada in 2005, Phillip transitioned into corporate management as an Executive Manager with the Hudson’s Bay Company.

  • Led a multi-million-dollar retail portfolio at the Calgary downtown flagship store, directing a team of over 50 employees.
  • Oversaw financial budgeting, talent recruitment, performance management, employee engagement, and strategic vendor relationships.

Regulatory Enforcement & Government Leadership

Phillip spent 12 years (2007–2019) with the Alberta Government Ministry of Labour, gaining deep expertise in regulatory enforcement across both Employment Standards and Occupational Health and Safety (OHS).

  • Employment Standards: Conducted formal workplace investigations, inspections, and compliance audits. Later led the Temporary Foreign Worker Program and the Special Investigations Unit.
  • Occupational Health & Safety (OHS): Appointed Manager of Investigations in 2015, overseeing provincial investigations into workplace fatalities, serious injuries, and severe safety breaches.
  • Joint Protocols & Legislative Reform: Partnered with the Calgary Police Service to establish investigative protocols for criminal negligence under Bill C-45 (Westray) provisions. Spearheaded the operational rollout of Bill 30 (An Act to Protect the Health and Well-being of Working Albertans).
